A: Yes in a way. It basically just spins and has a little motion from vibration. I highly recommend this product with a shop vac hooked to it. Very minimal dust.

Q: Is these hook and loop sanding paper? or self adhesive one?
A: Hook and loop. They stay attached very well. For drywall, I recommend 180 grit or finer.
